参考马丽梅和张晓（2014）、Hao和Deng（2019）、李兰冰和李焕杰（2021）的做法，定义能源消费结构为8个高耗煤行业总产值占地区生产总值比重，用于表征煤炭在能源消耗总量中占比的间接指标。行业名单为：

• 电力、热力的生产和供应业
  
• 石油加工、炼焦及核燃料加工业
  
• 黑色金属冶炼及压延加工业
  
• 非金属矿物制品业
  
• 煤炭开采和洗选业
  
• 化学原料及化学制品制造业
  
• 有色金属冶炼及压延加工业
  
• 造纸及纸制品业
